"Dalam hal pengadaan alusista (alat utama sistem senjata), jangan sampai (TNI) didikte rekanan. Sebaliknya, rekanan harus didikte oleh saudara. Kalau perlu, tanpa rekanan. Usahakan G to G (Government to Government) agar efisien, tepat, dan tidak ada penyimpangan," ujar SBY kemarin (24/1) (pukul 10.20 hingga 11.30) di depan panglima TNI dan 138 jenderal yang mengikuti rapat pimpinan di Mabes TNI di Cilangkap, Jakarta Timur. Hadir pula Menko Polhukam Widodo A.S., Menko Perekonomian Boediono, Menko Kesra Aburizal Bakrie, Menteri Keuangan Sri Mulyani, Menteri Pertahanan Juwono Sudarsono, dan beberapa menteri anggota cabinet. Presiden juga meminta agar mengurangi ketergantungan senjata TNI dengan produsen asing. Kebutuhan tentara yang bisa diproduksi industri dalam negeri dimaksimalkan. "Tidak betul kalau sepatu harus impor. Pakaian prajurit, kaporlap (kebutuhan perorangan lapangan), senapan, dan amunisi wajib diproduksi dalam negeri," ujar alumnus Akabri 73 itu. Kecuali, tambah dia, yang betul-betul tidak mampu diproduksi. "Misalnya peluru kendali, kita kerja sama dengan negara lain," tambahnya

Dari sedikit paparan diatas, muncul kemudian pertanyaan kira-kira siapa calo yang biasa bermain senjata?.... adakah orang sipil yang jual beli senjata?.... senjata mainan militer, dan militer bermain senjata. Bila anggaran pengadaan senjata di kurangi, bagaimana nasip bisnis militer?

TKW DAN SOSOK YANG SELALU DIRUGIKAN

TKW, TKI dan atau apapun namanya, lagi-lagi selalu dirugikan. Mininmnya SDM dan terbatasnya ruang,teritorial menjadi factor utama kenapa TKI dan atau TKW kita terbengkalai dan selalu dirugikan.

Baik di media cetak dan elektronik sering kita temukan dan kita dengar, cerita pilu mereka,ada yang pulang utuh tanpa nyawa, dan ada yang pulang hanya sisa tangan, kepala dan kaki sebelah, dan ada pula yang pulang hanya tinggal nama, dan bahkan ada yang pulang tanpa nama dan entah dimana rimbanya.

Bila hal itu terjadi, seringkali perusahaan tempat dimana seorang tenaga kerja di berangkatkan cuci tangan, dan bahkan kadang Negarapun cuci kaki dan tangan, seolah tidak ada masalah sedikitpun, misalnya seperti berita baru-baru ini.

Berdasarkan keterangan via telepon dari petugas KBRI di Qatar, yang mengaku bernama Imam tersebut, Nur meninggal dunia lantaran mengalami kecelakaan lalu lintas bersama sang majikan perempuanmya. Kata Syarifudin, kecelakaan mobil tersebut berawal ketika sang majikan bersama dua anaknya mengajak Nur rekreasi. "Ketika sedang naik mobil tersebut, tiba-tiba kendaraan yang ditumpangi kecelekaan, sampai akhirnya Nur dan salah satu anak majikannya yang masih kecil meninggal di tempat kejadian," papar Syarifudin dibenarkan istrinya, Sriyani

Kepada petugas KBRI tersebut, pihaknya juga menyampaikan agar jenazah anaknya segera dikirim ke Indonesia. Sayangnya, ketika petugas KBRI tersebut meminta nama dan alamat PJTKI yang memberangkatkan Nur, Syarifudin mengaku tidak tahu. Menurutnya, awal 2002, anaknya hanya diajak orang bernama Faisol, warga Lateng, Banyuwangi, yang mengaku sebagai petugas lapangan (PL) sebuah PJTKI di Jakarta.
Proses pemulangan jenazah Yanti Iriyanti (TKW yang di eksekusi mati di Saudi Arabia) belum menunjukkan adanya kemajuan. Hingga kini, tepatnya 6 hari setelah presiden SBY memberikan instruksi untuk pemulangan jenazah Yanti Iriyanti, belum ada informasi yang diterima oleh pihak keluarga almarhumah mengenai kepastian pemulangan jenazah almarhumah.

Selain jenazah Yanti Iriyanti, ada 2 lagi jenazah PRT migran Indonesia yang belum dipulangkan ke Indonesia. Tuminah Bt Samsi (asal Desa Kasim Kec. Selopuro Kab. Blitar) telah meninggal di Saudi Arabia pada tanggal 12 Agustus 2007 silam, namun hingga kini jenazahnya belum dipulangkan. Terhitung 6 bulan sudah jenazah Tuminah Bt Samsi terkatung-katung di rumah sakit King Saun Riyadh. KBRI Riyadh menyatakan kesulitan untuk memulangkan jenazah Tuminah Bt Samsi karena PJTKI yang memberangkatkan belum jelas. Selama ini Migrant CARE telah berkali-kali mengirim surat kepada KBRI Riyadh, Direktur WNI&BHI Deplu, dan BNP2TKI, namun belum ada respon balik mengenai pemulangan jenazah Tuminah Bt Samsi.
Satu lagi, Aay Nurjannah dengan No. Paspor AB 277274 (asal Kampung Cihoda Ds Mayak RT 01/06 Kec. Cibeber Cianjur) telah meninggal dunia di wilayah Assier Saudi Arabia pada tanggal 21 Desember 2007. Berdasarkan informasi yang telah diterima oleh pihak keluarga, Aay Nurjannah meninggal karena sakit. Aay Nurjannah berangkat ke Saudi Arabia pada tanggal 16 Mei 2006 melalui PT Adi Mitra Selaras Internasional (alamat: Jl Condet Raya No 29 Batu Ampar Jaktim, Telp: 87792403) dan bekerja pada majikan yang bernama Ahmad Bin Muhammad Yahya Bangi.
Menyikapi hal tersebut Migrant CARE mendesak Pemerintah RI untuk segera: 1. Memulangkan jenazah Tuminah Bt Samsi, Aay Nurjannah dan Yanti Iriyanti ke kampung halamannya. 2. Memastikan terpenuhinya hak-hak korban yang meninggal dunia yang meliputi asuransi kematian, gaji yang belum di bayar serta barang-barang milik korban. 3. Melakukan upaya investigasi terhadap kinerja pihak-pihak, antara lain KBRI Riyadh, BNP2TKI, PJTKI yang mengakibatkan lambannya pemulangan jenazah Tuminah Bt Samsi (6 bulan) , Aay Nurjannah (1 bulan) dan Yanti Iriyanti (10 hari.

Cerita diatas akankah terulang untuk beberapa waktu kedepan? Akankah mereka TKI,TKW punya hak atas hidup dan matinya mereka? Dimana posisi Negara (konsulat-konsulat) KBRI-2 di luar negeri? Benarkah mereka bekerja dengan baik dan benar melayani warga negaranya yang menjadi TKI dan TKW? Jawabnya, hanya tuhan yang tau, karma jarak dan waktu begitu jauh dan lama, sehingga kita susah untuk memantau keberadaan masing-masing dari mereka.
Hanya kejujuran dan hati-nuranilah yang bisa menyampaikan kebenaran-kebenaran diatas, karena kebenaran hari ini menjadi hal yang relative. Tergantung siapa yang memandang dan darimana dia memandang. Semoga coretan ini menjadi refleksi kita bersama, untuk senantiasa waspada dan menjaga diri dan keluarganya masing-masing, dan tidak menyerahkan semuanya pada Negara, tapi pada tuhan. (UR)

Merealisasiken konsep pembauran nasional

Gerakan pembauran harus dilakukan secara tulus dan menjadi gerakan budaya warga keturunan di masyarakat. Mulai dari pergaulan dalam lingkugan rumah, sekolah, pergaulan kemasyarakatan, dan bahkan partai politik, harus terjadi proses pembauran yang jujru dan sehat. Dengan demikian, tuntutan warga keturunan selama ini agar tidak diperlakukan diskriminatif akan menjadi lebih bermakna bila pembauran warga keturunan teraktualisasi di masyarakat kita. Penyelenggaraan sosialisasi Undang-Undang Nomor 12 Tahun 2006 tentang Kewarganegaraan Republik Indonesia harusnya lebih di kedepankan, guna menjawab pertanyaan yang timbul dalam masyarakat. Karena seringkali UU serta peraturan yang di terbitkan oleh pemerintah tidak sampai kepada masyarakat, sehingga jangan salahkan masyarakat bila tidak mengetahuai peraturan dan undang-undang tersebut.

Tidak semua masyarakat bisa mengakses informasi, keterbatasan informasi yang sampai pada masyarakat harusnya di carikan solusi,agar target dari produk undang-undang dan peraturan tersebut bisa tercapai, sehingga tidak muncul kesan bahwa produk undang-undang adalah produk politik yang mengedepankan aspek kepentingan dalam suatu produk.

Atas perubahan UU Kewarganegaraan ini, banyak pihak yang menyambut gembira, terutama dari WNI keturunan asing, Tionghoa, dan orang-orang asing yang kawin campur dengan perempuan Indonesia. Paling tidak, dari UU Kewarganegaraan ini, perlakuan diskriminatif terhadap warga keturunan asing mulai dihilangkan secara legalitas formal dalam hukum di Indonesia.

Namun, pengakuan kewarganegaraan bagi warga keturunan, Tionghoa, India, Arab, hendaknya tidak sebatas di atas kertas belaka. Yang teramat penting adalah bagaimana UU Kewarganegaraan tersebut dapat teraplikasi secara riil sesuai ketentuan di masyarakat. Atas dasar itu, sosialisasi UU Kewarganegaraan seharusnya tidak hanya disampaikan kepada warga negara keturunan, tapi juga para aparatur pemerintah yang menjadi ujung tombak pelaksanaannya di lapangan.

Tidak jarang, dalam pengurusan administrasi dari berbagai hal, seperti paspor, KTP, akta kelahiran, akan ditemukan masalah-masalah. Bukan sekadar berbelit-belitnya birokrasi, tidak konsistennya penerapan aturan, tapi juga adanya perlakuan praktik kolusi, korupsi, nepotisme (KKN) dalam pelaksanaannya.

Bukan rahasia lagi. Sudah seperti menjadi kelaziman di masyarakat, kita tidak mau direpotkan dengan urusan birokrasi yang bertele-tele. Sering kali, akhirnya, jalan pintas selalu dianggap pantas. Masyarakat yang berurusan tidak segan-segan mengeluarkan uang service alias berkedok jasa. Sebaliknya, aparat pemerintah yang melayani pun, tak segan-segan menjadikan dirinya sebagai makelar atau calo jasa.

Di era reformasi sekarang ini, birokrasi kita hendaknya tidak lagi bergaul dengan praktik-praktik KKN yang hanya merugikan negara dan ma syarakat. Sudah saatnya pelayanan publik dilakukan secara jujur, dan adil, sesuai aturan serta akuntabel di jajaran birokrasi kita. Begitu juga ma syarakat hendaknya tidak melakukan praktik suap sebagai cara mengurus sesuatu. Baik aparat maupun masya rakat hendaknya sama-sama jujur dan adil.

Namun, di balik diberlakukannya UU Kewarganegaraan ini yang tak kalah pentingnya adalah bagaimana warga negara keturunan dapat melakukan pembauran di tengah masyarakat Indonesia. Meski gerakan pembauran sudah dilakukan, tapi, masih terasa belum tuntas dan total. Sudah saatnya tidak ada lagi warga keturunan yang berprilaku eksklusiv, hanya mengelompok dalam garis keturunannya.

Oleh karena itulah, pembauran etnis, dan peran tokoh masyarakat dalam mempersatuken bangsa ini harus direalisasikan, diwujudkan, Sarasehan pembauran yang diselenggarakan oleh pemprof DKI mengingatkan kita bersama akan pentingnya kesatuan dan persatuan sebagai satu bingkai NKRI, yang berasaskan pada PANCASILA sebagai dasar bernegara, serta menghilangkan term yang sering muncul dan dipakai oleh sebagian masyarakat dan birokrasi bangsa ini, term tersebut adalah masyarakat asli dan masyarakat tidak asli (pendatang).

Satu hati, satu kata, Negara kesatuan republic Indonesia, saling bahu membahu dan saling Bantu membantu. Mari kita wujudkan Negara kesatuan dalam satu bingkai KEBINEKAAN, berbeda-beda tetapi tetap satu jua. Dari sabang sampai meraoke adalah satu kesatuan. Salam.
